What are the regulatory deadlines to watch in June?

United Kingdom

On January 29, 2025, the UK Gambling Commission launched a consultation on proposed changes to the (GMTS), and (LCCP).

This consultation package includes the third set of proposed changes to the UK's gambling regulatory framework, which is required to implement the commission's commitments as part of the 2023 white paper gambling review.

The commission is consulting on the following set of proposals related to gaming machines:

• Limiting setting functionality.
• Inclusion of safer gambling messaging.
• Displaying net position and session time.
• Awards below the stake size.
• Prohibiting player-led features that permit a customer to reduce the time until the result is presented.
• Amending to place specific requirements on licensees making Category B gaming machines available for use.
• Introduction of a licence condition, under the powers conferred by , allowing the commission to effectively address instances whereby a gaming machine has been illegally manufactured, supplied, installed, adapted, maintained or repaired, or does not comply with the GMTS.

Denmark

On March 11, 2025, Denmark notified the European Commission of the Gambling Authority's (DGA) requirements for reporting game data.

The draft text attached to the contains the requirements for what type of data and in what format must be provided for fixed-odds betting, casino games, poker cash, poker tournaments, pool games and jackpots.

The draft text also introduces compact reporting, which is necessary for system bets with more than 256 combinations. Generally with system games, bets can be unpacked and reported separately, but where there are 256 or more combinations, compact reporting is mandatory.

The European Commission notification's standstill period ends on June 12, 2025.

Massachusetts

On May 27, 2025, the Massachusetts Gaming Commission (MGC) public comment on a sports-wagering advertising regulation.

The MGC seeks to sports-wagering operators to disclose on all marketing or advertising by or on behalf of the operator the financial, employment, personal, or other relationship with the operator. The MGC will hold a public hearing on June 16, 2025 to discuss the proposed regulation.

Written comments should be submitted in accordance with the directions on the . Comments must be received by 5 PM on June 13, 2025.

On March 11, 2025, the Slovenian Ministry of Finance the European Commission of draft amendments to reporting requirements for online gambling operators. The draft introduces unified reporting obligations for licensed operators and outlines the following key provisions:

• Operators must submit data on gambling events and transactions via a centralised online system within two hours after the close of the accounting day.
• Data submitted must be accurate, unaltered, and protected against unauthorised access. Modifying, deleting, or adding data after submission will be prohibited.
• If gambling equipment is located outside Slovenia, operators must provide the same level of regulatory access and oversight as if the equipment were in Slovenia.
• The draft includes two annexes specifying structured data formats to standardise electronic reporting.
• The proposed amendments aim to increase transparency in gambling oversight, facilitate real-time transaction monitoring, and streamline administrative processes for compliance.
  

The standstill period for the notification ends on June 12, 2025.

Lithuania

On March 13, 2025, the Lithuanian Gambling Supervision Service under the Ministry of Finance the European Commission of draft rules for responsible gambling. The notification has been made under Directive (EU) 2015/1535, which requires Member States to inform the commission of proposed technical regulations that could impact trade within the internal market.��

The draft rules outline responsible gambling measures for licensed operators in Lithuania and includes the following provisions:

• Requirements for the identification and management of problem gambling.
• Measures to monitor and control gambling activity, including time and spending limits.
• A system for assessing the risk of problem gambling based on gambling behaviour.
• Obligations to provide players with responsible gambling warnings and information.
• Training requirements for gambling operators' personnel on responsible gambling practices.
• Implementation of a control system that continuously monitors gambling behaviour and applies intervention measures as necessary.
  

The rules apply to all companies holding licenses and permits to organise gambling in Lithuania, ensuring compliance with the latest amendments to the Gambling Law.

The standstill period for the notification ends on June 16, 2025.

Sweden

On March 14, 2025, the Swedish Consumer Agency the European Commission about issuing a general advice on the marketing of gambling to consumers.

The agency's advice, which is applicable to marketing of gambling, stipulates the following additional provisions to be applicable to gambling advertising:

• Requirement to observe moderation when marketing to consumers.
• Ensure that gambling ads are not intrusive and likely to attract particular attention.
• Ensure that ads do not contain solicitation messages that may encourage or influence the consumer to make an ill-considered decision to start gambling.
• Prohibition on ads specifically aimed at children and young people, in addition to a prohibition on ads at places intended for children and young people.
• Prohibition on direct marketing, including in-mail marketing, directed towards self-excluded players.
• Permitting bonus offers, subject to specific provisions on full disclosure of conditions, placement and presentation of such bonus offers, while also following the aforementioned requirements.
• Provisions related to marketing in the context of the player registration process.
  

The provisions aim to simplify the interpretation of the requirement for moderation and to provide the industry with guidance on how gambling marketing should be designed to comply with current legislation.

The standstill period for the notification ends on June 17, 2025.

What we're watching for in the coming months...

• Further clarity around the next steps in rolling out Alberta’s competitive market should come this month, potentially coinciding with the Canadian Gaming Summit in Toronto from June 15-17. In the U.S., away from legislative deadlines, applications for downstate casino licences in New York are due on June 27, marking a key step in a slow-moving process to expand casino gaming in or around New York City. We will be watching for how many applications are submitted and whether other operators step aside, following recent announcements by Las Vegas Sands and Wynn Resorts.
• In Latin America, Colombia’s Constitutional Court must rule by June 25 on whether an emergency decree to impose a 19 percent tax on online gambling deposits is legitimate. Brazil will also be in ever sharper focus, as a Senate bill to restrict advertising gets its first airing in the Chamber of Deputies and a separate Senate investigation into the online betting market concludes its work.
• In Asia, we will be watching for further manoeuvring around legislation to authorise casino-resorts in Thailand, ahead of the next parliamentary session that kicks off on July 9.
